The short answer
A Pakistani citizen can own a Dubai free zone company in full and get a UAE residence visa through it as the company's investor or partner. A residence visa is the permit to live in the UAE, and here your own company is the sponsor that applies for it. The UAE government portal u.ae lists up to 100 per cent foreign ownership in free zones (checked 16 October 2026).
The differences are on the Pakistan side. From 20 July 2026, RAKEZ, the Ras Al Khaimah free zone, citing ICP (the UAE's federal identity and immigration authority), lists an attested good conduct certificate for Pakistani applicants for its investor visas. None of the Dubai pages we read on 16 October 2026 mentions it, so ask your Dubai zone. Your papers go through Pakistan's Ministry of Foreign Affairs and then the UAE Embassy or Consulate, and the State Bank of Pakistan sets the rules for money sent abroad.
As of October 2026, our Standard package (company and one residence visa) is AED 23,136 at Meydan Free Zone or AED 23,436 at IFZA. Premium, which is company, one residence visa and business bank account opening assistance, is AED 28,136 at Meydan or AED 28,436 at IFZA. Bank account opening is subject to each bank's KYC, compliance review and final approval. We prepare the file, pre-check it against the bank's requirements, and if one bank declines we apply to the next.
Plan a trip to the UAE for the medical test and the Emirates ID biometrics, plus the bank visit if you choose a standard local bank account.
Key takeaways
- A Pakistani citizen can own a Dubai free zone company in full: u.ae lists up to 100 per cent foreign ownership in free zones (checked 16 October 2026), and the company can sponsor your residence visa.
- As of October 2026, our Standard package, company and one residence visa, is AED 23,136 at Meydan Free Zone or AED 23,436 at IFZA, before Pakistan-side costs such as the police certificate and attestation.
- From 20 July 2026, RAKEZ (Ras Al Khaimah), citing ICP, lists an attested good conduct certificate for Pakistani applicants for its investor visas; the Dubai sources we read on 16 October 2026 do not state the rule, so ask your zone.
- Papers from Pakistan, such as the police certificate, are attested by Pakistan's Ministry of Foreign Affairs first, then by the UAE Embassy in Islamabad or the UAE Consulate General in Karachi. The UAE is not a party to the Apostille Convention (HCCH, updated 30 June 2026), so an apostille alone does not replace that step.
- The State Bank of Pakistan's category for resident individuals gives general permission for listed shares abroad (up to USD 25,000 a calendar year), employee share option plans and sweat equity. Paying for shares in your own private Dubai company is not on that list, so ask your bank before you send money.
How much does business setup in Dubai from Pakistan cost?
On our price sheet, as of October 2026, a Dubai free zone company with one residence visa (the Standard package) costs AED 23,136 at Meydan Free Zone or AED 23,436 at IFZA. The Pakistan-side costs, such as the police certificate, attestation and courier fees, are extra.
A free zone is a business area with its own licensing authority, such as Meydan Free Zone or IFZA. Our price sheet covers those two zones only. Each zone is a separate package, so read one column or the other.
| Package | Meydan | IFZA | What it covers |
|---|---|---|---|
| Basic, no visa | AED 12,500 | AED 12,900 | Licence, MOA (memorandum of association, the company's founding document), flexi-office address and certificate of registration. For a company you run from Pakistan without UAE residence. |
| Standard, one visa | AED 23,136 | AED 23,436 | Basic plus one residence visa, establishment card, medical test, Emirates ID and corporate tax registration. |
| Premium | AED 28,136 | AED 28,436 | Company, one residence visa and business bank account opening assistance: Standard plus help opening a digital business account, one personal account and a digital company stamp. |
| Gold | AED 48,136 | AED 48,436 | Standard plus help opening a local bank business account (with a relationship manager where the bank assigns one) and a digital business account, two personal accounts, a digital company stamp and twelve months of corporate services support. |
- Totals include our professional fee at its current promotional rate: AED 0 on Basic (regularly AED 1,000) and AED 2,000 on Standard and Premium (regularly AED 3,500). If a promotion ends, these totals change.
- Bank account opening is subject to each bank's KYC, compliance review and final approval. We prepare the file, pre-check it against the bank's requirements, and if one bank declines we apply to the next.
- No professional service fee on licence renewals; government and authority fees still apply.
- Costs outside these totals include the police certificate, Pakistan's Ministry of Foreign Affairs attestation, the UAE Embassy or Consulate digital attestation and courier fees.
- RAKEZ, DMCC, other zones and mainland licences are not on our price sheet. Send your business activity and visa count on WhatsApp and you get an itemised written quote.
We usually reply within a couple of hours.
Not sure which zone or route fits? Compare zones in our Dubai free zone licence guide, or start with our guide to setting up a business in Dubai.
If most of your customers will be inside the UAE, compare a mainland licence, issued outside the free zones, in our company registration in Dubai guide; mainland is quoted in writing.

Do Pakistani nationals need a good conduct certificate for a UAE investor visa?
Pakistani nationals need a good conduct certificate for new RAKEZ investor visas from 20 July 2026, according to RAKEZ, which cites ICP; none of the Dubai sources we read on 16 October 2026 states the rule for Pakistani applicants. A good conduct certificate is a police clearance from your home country. In Pakistan it is called the police character certificate.
RAKEZ is the Ras Al Khaimah Economic Zone, a free zone outside Dubai. ICP is the UAE's Federal Authority for Identity, Citizenship, Customs and Port Security. On 17 July 2026 RAKEZ announced that, as per ICP, the certificate is mandatory for new employment visa applications, including employee and investor visas, for ten more nationalities from 20 July 2026. Pakistan is one of them.
Read the rule as the RAKEZ position, citing ICP, until your Dubai zone confirms it. IFZA's site search finds no page on the certificate (checked 16 October 2026). Ask your zone for its current document list before you apply.
| Source | What it says, checked 16 October 2026 |
|---|---|
| RAKEZ announcement, 17 July 2026 | Citing ICP: required for new employee and investor visas for Pakistan and nine other added nationalities from 20 July 2026. If you are outside the UAE, or inside on a tourist visa, the certificate is issued in your home country and attested by the UAE Embassy. If you are inside the UAE with a cancelled visa, it comes from UAE Police. |
| RAKEZ investor and partner visa service card | Lists a good conduct certificate and the national identity card for Pakistani applicants. |
| ICP entry permit service page (updated 11 December 2024) | For an entry permit for work or residence, lists "a certificate of good conduct, duly attested as required, according to the announced categories". The page does not say which nationalities are in those categories. |
| GDRFA Dubai, green residence permit (partner investor) service page | GDRFA is Dubai's residency and foreigners affairs authority. This page is the green residence permit for partners and investors (up to five years, with no guarantor or employer), not the company-sponsored investor visa in our Meydan and IFZA packages, so it does not show either way whether GDRFA asks for the certificate. Its list: a photo, a passport copy with at least 6 months' validity, a partnership or investment contract and the trade licence. |
| Meydan Free Zone investor visa guide (last updated 22 May 2026, before the 20 July change) | Lists the trade licence, share certificate, Emirates ID application, passport copy and medical results. No good conduct certificate. |
Getting the certificate in Pakistan
- Pakistan's Ministry of Foreign Affairs attests a police character certificate issued by the District Police Officer (DPO) of your district.
- In Punjab you apply at a Police Khidmat Markaz, a Punjab Police service centre. Punjab Police's undated time frame page lists 3 working days after the application date (checked 16 October 2026).
- If you are a Pakistani living abroad, you can request a Punjab certificate through PKM Global, which works through Pakistani embassies in about 40 countries.
- The certificate then goes through the attestation steps in the next section before the visa application.
- If you are already in the UAE on a cancelled visa, RAKEZ says the certificate comes from UAE Police instead.
Which documents from Pakistan need attesting, and by whom?
Pakistani documents such as the police character certificate, degrees and the Nikah Nama are attested in Pakistan, ending with Pakistan's Ministry of Foreign Affairs, and then by the UAE Embassy in Islamabad or the UAE Consulate General in Karachi; the table below shows what each document needs. Attestation is an official check that a document and its signature are genuine, so another country can rely on it. The u.ae portal describes the same two steps for any document issued abroad (checked 16 October 2026).
Both UAE missions' attestation pages (checked 16 October 2026) describe one digital application on the UAE Ministry of Foreign Affairs website, made with a UAE Pass login, the UAE government's digital ID. That one application covers the mission's attestation and the Ministry's in the UAE. The original document is needed: a courier collects it and brings it back.
Pakistan's Ministry of Foreign Affairs says on its attestation page (checked 16 October 2026) that it charges no fee for attestation; you need revenue stamps and your original CNIC, the Computerised National Identity Card. The same page lists apostille fees from 8 July 2024 (government fees: Rs 3,000 for a personal or educational document, Rs 4,500 for a legal one and Rs 12,000 for a commercial one) and, from 27 July 2026, online registration before any apostille visit. Check which service your document goes through before you book.
On the UAE side, the UAE Ministry of Foreign Affairs FAQs list attestation fees of AED 150 per attestation for individual affairs documents, such as a good conduct certificate, marriage certificate or bank statement, and AED 2,000 for commercial documents (government fee, checked 16 October 2026). The fee for your document is shown when you apply. The missions' pages also mention a separate service fee, which includes delivery and is not refunded if the application is rejected.

| Document | Issued by | Steps in Pakistan before the UAE attestation | Who asks for it |
|---|---|---|---|
| Passport | Pakistan passport office | None: a clear copy | The zone and immigration, for the licence and visa. The RAKEZ visa card and the GDRFA green residence page ask for at least 6 months' validity. |
| CNIC | NADRA | If an attested copy is asked for, Pakistan's Ministry of Foreign Affairs attests CNIC copies as true copies when you show the original. | RAKEZ lists it for Pakistani visa applicants. Ask your zone whether it wants it. |
| Police character certificate | District Police Officer (in Punjab, applied for at a Police Khidmat Markaz) | Pakistan's Ministry of Foreign Affairs | The visa authority, where the good conduct rule applies (see above) |
| University degree | Your university | Higher Education Commission, then Pakistan's Ministry of Foreign Affairs | Not on the investor visa lists we read. u.ae says certain jobs require attested academic certificates. |
| Nikah Nama and children's birth certificates | Nikah registrar, Union Council or hospital, and NADRA | Pakistan's Ministry of Foreign Affairs: the original Nikah Nama with NADRA's Marriage Registration Certificate and the bride's CNIC showing the husband's name (or NADRA's Family Registration Certificate or Children Registration Certificate); a hospital birth certificate signed and stamped by the Medical Superintendent or Deputy Medical Superintendent, a Union Council one by its Secretary; NADRA documents are attested directly. | Later, when you sponsor your spouse and children |
| Company documents, if a Pakistani company is the shareholder | SECP, and the company itself | SECP documents attested in original; trade documents countersigned by the Chamber of Commerce; Pakistan's Ministry of Foreign Affairs also asks for the SECP registration certificate and the FBR NTN certificate | The zone, for a corporate shareholder |
| Bank statements or a bank letter | Your bank in Pakistan | Ask the UAE bank whether copies are enough. For attestation, Pakistan's Ministry of Foreign Affairs wants bank papers signed and stamped by the bank officer and re-verified with the bank's Islamabad branch. | The UAE bank, for KYC and source of funds |
An apostille is a single certificate that lets a public document from one Apostille Convention country be used in another without embassy legalisation. Pakistan joined the Convention with effect from 9 March 2023, and its Ministry of Foreign Affairs runs an apostille service with its own portal and fees. The UAE is not on the Hague Conference's status table of contracting parties (last updated 30 June 2026), so an apostille on its own does not replace the UAE Embassy or Consulate step. The two UAE missions' pages do refer to apostilled papers: each document must be apostilled separately, not in a bundle.

Can you send money from Pakistan to set up the company?
The State Bank of Pakistan's rules on investment abroad by residents set out when money can leave Pakistan for shares in a company abroad, and their category for resident individuals gives general permission only for listed shares, employee share options and sweat equity. The State Bank of Pakistan (SBP) is Pakistan's central bank. Its rules are in paragraph 13, "Investment Abroad by Residents", of Chapter 20 of its Foreign Exchange Manual.
We read the copy of Chapter 20 that SBP publishes (file dated 12 September 2025, footnoted to FE Circular No. 01 of 11 July 2024) on 16 October 2026. SBP's circular pages could not be opened that day, so later changes could not be checked. This section describes the published text, not your case.
- Residents of Pakistan, including companies, may make equity investments abroad on the terms the paragraph sets.
- The country invested in must allow repatriation of profits, dividends and capital.
- The funds must be legitimate and tax paid, and the investor financially sound, with a clean loan repayment record and on the active taxpayer list.
What paragraph 13 allows, by category, as SBP publishes it
| Category | Who | What SBP allows |
|---|---|---|
| Listed shares abroad (category D) | Resident individuals | Up to USD 25,000 a calendar year through a designated bank, and no more than 1% of any one company |
| Employee share option plans (category D) | Resident employees of subsidiaries of foreign companies in Pakistan | Up to USD 50,000 a calendar year, and no more than 3% of any one company |
| Sweat equity (category D) | Resident individuals | Shares received for work, with no money paid, up to 20% of the company |
| Subsidiary or office abroad (categories A1 and A2) | IT companies and export oriented companies in Pakistan | Allowed within limits tied to export earnings, foreign currency balances or profits |
| Investment to expand a business (category C) | Companies incorporated in Pakistan | Prior SBP permission, normally in the same line of business |
Category B is left out of the table. It lets a young Pakistani operating company set up a holding company abroad to raise capital, and lets that company's existing shareholders swap their shares into the holding company once, with no money sent from Pakistan. It is a route for an existing Pakistani company, not for paying into a new Dubai company.
Paying for shares in your own private Dubai company as an individual is not one of the category D general permissions. The paragraph says requests that need an exemption go through the authorised dealer bank (a bank SBP authorises to deal in foreign exchange), with its review and recommendation, to SBP's Exchange Policy Department. Ask your bank how it treats your case before you send money, and check with a licensed adviser in Pakistan.
After an investment under these rules, SBP lists these duties
- Documents on the company or shares abroad, through the bank, within one month
- A return on Form V-100 within one month
- Audited accounts of the company abroad every year
- Dividends and sale proceeds brought back to Pakistan through normal banking channels
These rules are written for residents of Pakistan. If you already live and work outside Pakistan, your position may differ, so ask your bank.
Which steps need you in the UAE?
The medical test and the Emirates ID biometrics are the setup steps that need you in the UAE, plus the bank visit if you choose a standard local bank account. The Emirates ID is the UAE identity card, issued by ICP, that every resident must apply for. The licence, company documents, police certificate, attestation and entry permit can be handled while you are in Pakistan. Once the visa is issued, u.ae gives the general rule that a residence visa is nullified automatically if its holder lives outside the UAE for more than 180 days in a row, with some exceptions (checked 16 October 2026).

| Step | Where you are | What happens |
|---|---|---|
| 1Activity, zone and package | Pakistan | You choose your business activities from the zone's activity list and decide how many visas you need. Send your business activity and visa count on WhatsApp and you get an itemised written quote. |
| 2Licence and company documents | Pakistan | You send your passport copy, and a CNIC copy if the zone asks for one. The zone issues the licence, MOA and certificate of registration, then the establishment card, which registers the company with immigration so it can sponsor your visa. |
| 3Police certificate and attestation | Pakistan | Where the good conduct rule applies, the certificate is attested before the visa application. |
| 4Entry permit | Pakistan | The entry permit is the visa you travel on to enter the UAE and finish your residence visa there. The company applies for it. If you are already in the UAE on another visa, a status change inside the country is an option on our price sheet. |
| 5Medical test | UAE | u.ae says residence visa applicants aged 18 and above take a medical test to show they are medically fit. |
| 6Emirates ID biometrics | UAE | u.ae says you might need to visit an ICP service centre to give your biometric details. |
| 7Local bank account | UAE | Our price sheet notes that a standard local bank business account needs you there in person. If you want one, plan the bank visit into the same trip. |
For your first trip on a visit visa, read the Dubai business visa rules for Pakistani nationals. For the investor visa itself, see our page on the UAE investor visa through your own company, and for the residence visa steps in a free zone, the free zone visa guide on our UAE site.
Will you still pay tax in Pakistan?
Pakistan tax can still apply after you set up a Dubai company: under section 82 of the Income Tax Ordinance, 2001, your tax residence depends on the days you spend in Pakistan and whether you are a resident taxpayer of another country, not on where your company is registered. Your tax residence decides whether Pakistan taxes only your Pakistan-source income or your foreign income as well.
The texts below are quoted as FBR, Pakistan's Federal Board of Revenue, publishes them. For your own position, check with a licensed adviser in Pakistan.
Pakistan tax residence
Section 82 of the Income Tax Ordinance, 2001 (FBR's text amended up to 30 June 2026, read on FBR's site on 16 October 2026) treats you as resident for a tax year if you are in Pakistan for 183 days or more. It also treats a citizen of Pakistan as resident if they are not present in any other country for more than 182 days in the tax year, or are not a resident taxpayer of any other country.
Foreign income
Under section 11 of the same Ordinance, a resident's income includes foreign-source income, while a non-resident is taxed only on Pakistan-source income.
Declaring foreign assets to FBR
Section 116 of the same Ordinance says every resident individual taxpayer who files a return also files a wealth statement and a wealth reconciliation statement, and the statement covers assets "including foreign assets" (Finance Act 2024 wording). Section 116A adds a foreign income and assets statement for a resident individual with foreign income of at least USD 10,000 or foreign assets worth at least USD 100,000. How your shares are reported is a question for a licensed adviser in Pakistan.
The Pakistan and UAE tax treaty
A double tax convention is a treaty that settles which country taxes what when both could. Pakistan and the UAE signed theirs on 7 February 1993, and it is modified by the multilateral instrument (MLI), which entered into force for Pakistan on 1 April 2021. Article 4 settles residence for someone both countries treat as resident: permanent home first, then centre of vital interests, habitual abode and nationality. Under Article 24, Pakistan allows a resident a credit for UAE tax on UAE-source income taxed in both countries, capped at the part of the Pakistan tax that relates to that income; how these articles apply depends on your facts.
The UAE side
0% personal income tax. Corporate tax is 9% only on profit above AED 375,000, and registration is included in every package from Standard upward.
Rates as published by the UAE Ministry of Finance and u.ae, checked 16 October 2026.
What does setting up from Pakistan look like in practice?
A founder in Pakistan setting up a Dubai company works through six steps: the package, the police certificate, attestation, the money, the trip and tax at home. The worked example below follows one made-up reader through them, using the official figures and our package prices from this guide.
Example: Ayesha, a freelance software developer in Lahore who wants one UAE residence visa
Ayesha is hypothetical, not a client. Her plans are invented to show how the rules in this guide fit together.
- 1
The package
Ayesha wants a Dubai company that can sponsor a residence visa for her. As of October 2026, our Standard package is AED 23,136 at Meydan Free Zone or AED 23,436 at IFZA. She checks that her software work is on each zone's activity list, then picks one zone.
- 2
The police certificate
Before the visa application, she asks her zone whether it wants a good conduct certificate from Pakistani applicants, since RAKEZ lists one from 20 July 2026. If it does, she applies for a police character certificate at a Police Khidmat Markaz in Lahore. Punjab Police's undated time frame page lists 3 working days after the application date.
- 3
Attestation
If she needs the certificate, Pakistan's Ministry of Foreign Affairs attests it first; its page says it charges no attestation fee, but she needs revenue stamps and her original CNIC. She then applies on the UAE Ministry of Foreign Affairs website for the UAE mission's step, and a courier collects the original. The UAE Ministry's FAQs list AED 150 per attestation for an individual affairs document such as a good conduct certificate (government fee, checked 16 October 2026), and the missions charge a separate service fee.
- 4
The money
The SBP rules are written for residents of Pakistan, and Ayesha lives in Lahore. Paying for shares in her own private Dubai company is not among the category D general permissions for individuals. She asks her bank in Pakistan how it treats the payment before she sends any money.
- 5
The trip
The licence, the establishment card and her entry permit are issued while she is still in Lahore. She then flies to the UAE on the entry permit for the medical test and the Emirates ID biometrics. If she chooses a standard local bank account rather than a digital one, our price sheet notes that the bank needs her there in person, so she plans that visit into the same trip. Because u.ae's general rule is that a residence visa is nullified after more than 180 days in a row outside the UAE, she also plans to come back before that point.
- 6
Tax at home
Ayesha plans to keep living in Lahore for most of the year. Under section 82, 183 days or more in Pakistan in a tax year makes her resident, and under section 11 a resident's income includes foreign-source income. Her wealth statement also covers foreign assets, so she takes the question of how to report her shares to a licensed adviser in Pakistan.
Your own activity, zone and plans will differ, so run the same steps with your own facts.
Frequently asked questions
Can a Pakistani citizen own a company in Dubai?
A Pakistani citizen can own a Dubai free zone company in full: the UAE government portal u.ae lists up to 100 per cent foreign ownership in free zones (checked 16 October 2026). The company can then sponsor your residence visa as its investor or partner. The differences are on the Pakistan side: the police certificate, attesting your documents and the State Bank of Pakistan rules on sending money abroad.
Do Pakistani nationals need a good conduct certificate for a UAE investor visa?
RAKEZ, the Ras Al Khaimah free zone, says Pakistani nationals need a good conduct certificate for its new employee and investor visas from 20 July 2026, citing ICP, and its investor visa card lists the certificate for Pakistani applicants. ICP's own entry permit page lists a good conduct certificate "according to the announced categories" without naming countries. Neither GDRFA's green residence page nor Meydan's investor visa guide (last updated 22 May 2026, before the change) mentions it. Ask your zone for its current list before you apply.
How is a police character certificate attested for a UAE visa?
A police character certificate for a UAE visa is issued by the District Police Officer of your district (in Punjab you can apply through a Police Khidmat Markaz) and attested by Pakistan's Ministry of Foreign Affairs. The UAE Embassy in Islamabad or the UAE Consulate General in Karachi then attests it through the UAE Ministry of Foreign Affairs digital channels. Both missions' attestation pages (checked 16 October 2026) say one digital application, made on the UAE Ministry of Foreign Affairs website with a UAE Pass login, covers the mission's attestation and the Ministry's in the UAE, and that the original document is needed. The UAE is not a party to the Apostille Convention, so an apostille on its own does not replace these steps.
Do I need State Bank of Pakistan approval to invest in a Dubai company?
Paragraph 13's category for resident individuals (D) in the SBP Foreign Exchange Manual, Chapter 20, gives general permission for listed shares abroad (up to USD 25,000 a calendar year), employee share option plans and sweat equity. Paying for shares in your own private company abroad is not on that list, and a request that needs an exemption goes to SBP's Exchange Policy Department through the authorised dealer bank, with the bank's review and recommendation. Ask your bank, and check with a licensed adviser in Pakistan, before you send money.
Which steps need me to be in the UAE?
The medical test and the Emirates ID biometrics are the setup steps that need you in the UAE. The licence, company documents, police certificate, attestation and entry permit can all be handled while you are in Pakistan. A standard local bank business account also needs you in person, as our price sheet notes. After the visa is issued, u.ae's general rule is that a residence visa is nullified automatically if you live outside the UAE for more than 180 days in a row (checked 16 October 2026).
Will a UAE bank open an account for a company owned from Pakistan?
A UAE bank decides each account itself, whoever owns the company. Bank account opening is subject to each bank's KYC, compliance review and final approval. We prepare the file, pre-check it against the bank's requirements, and if one bank declines we apply to the next. Expect questions on your source of funds, your customers and the countries you trade with.
How much does a Dubai company with a visa cost for a Pakistani founder?
Our price sheet has no separate figures by passport: as of October 2026, a Dubai company with one residence visa is AED 23,136 at Meydan or AED 23,436 at IFZA, and the police certificate, attestation and courier fees are extra. Other zones are not on our price sheet. Send your business activity and visa count on WhatsApp and you get an itemised written quote.
Do I have to declare a Dubai company to the FBR?
Section 116 of the Income Tax Ordinance, 2001 (FBR's text amended up to 30 June 2026, read on 16 October 2026) says a resident individual who files a return also files a wealth statement, which covers assets including foreign assets. Section 116A adds a foreign income and assets statement where foreign income is at least USD 10,000 or foreign assets are worth at least USD 100,000. How your shares are reported is a question for a licensed adviser in Pakistan.
