The short answer
Register a free zone company with a marketing activity on its licence, such as Digital Marketing or Marketing Services via Social Media at Meydan, or Marketing Management at IFZA. A free zone suits an agency whose clients are mostly abroad: you can set it up remotely, and our packages include a flexi-desk address. Choose the Dubai mainland instead if most of your clients will be UAE shops, brands or government bodies.
On our current package sheet, a licence with no visa starts at AED 12,500, and a licence with one residence visa for you starts at AED 23,136. The licence can be done from abroad. The visa needs one trip to the UAE for the medical test and Emirates ID biometrics.
Which licence do you need for a digital marketing agency?
In the UAE you license activities, not a job title. Your licence must list every kind of work you invoice for, so start from your service menu. Both free zones we work with publish marketing activities. These are the names they use; check the current list before you apply, because zones update the wording.
| Activity name | Free zone | Agency work it typically covers |
|---|---|---|
| Digital Marketing | Meydan | SEO, paid media, email marketing and performance campaigns |
| Marketing Services via Social Media | Meydan and IFZA | Social media management, content, influencer management and social advertising |
| Conducting Campaigns and Advertising to Attract and Retain Customers | Meydan | Full-service campaigns across several channels |
| Marketing, Public Relations and Communication Consultancy | Meydan | Brand positioning, PR and communications strategy |
| Marketing Management | IFZA | Marketing plans, pricing advice and campaign management, under a professional licence |
| Marketing Research and Consultancies | Meydan and IFZA | Market research, surveys and analytics |
Meydan says one licence can combine up to three activity groups, so a typical SEO and social media agency fits on a single licence. IFZA places marketing management under its professional licence, the type it uses for skill-based services.
If you also build websites, apps or software for clients, add an IT activity as well. Our guide to registering an IT company in Dubai covers those activity names.
A mainland agency is licensed by the Dubai Department of Economy and Tourism (DET) and chooses from the UAE list of more than 2,000 business activities. The names differ from the free zone lists, so we confirm the exact activity before filing.
Starting an e-commerce business in Dubai as well?
Selling your own products online is a different licence type. IFZA describes its commercial licence as the fit for trading and e-commerce businesses, and its professional licence as the fit for marketing services. If you plan both, tell us at the start so we can check whether the zone lets you combine them or needs a second licence.
Free zone or mainland for a marketing agency?
Most founders who live abroad and sell to clients abroad choose a free zone. The mainland makes more sense once your client list is mostly inside the UAE. Here is how the two compare for an agency.
| Free zone (IFZA or Meydan) | Dubai mainland | |
|---|---|---|
| Who issues the licence | The free zone authority, through an online application | The Dubai Department of Economy and Tourism (DET) |
| Clients you can serve | Clients abroad and other free zone companies. Work for UAE mainland clients depends on the zone rules, so check before you sign. | Clients anywhere in the UAE, including shops, brands and government bodies, as well as clients abroad |
| Office | Flexi-desk address included in our IFZA and Meydan packages | An office lease is required, and in Dubai it must be registered with Ejari |
| Ownership | You can own the company in full | Full foreign ownership is allowed, apart from activities the Cabinet lists as having strategic impact |
| Visas | Issued through the free zone; our sheet prices a package with one visa | Quoted in writing for your plans |
| Price | Package prices on our sheet (see the cost table below) | Not on our package sheet, so we quote it in writing |
| Set up from abroad? | Yes for the licence; the visa needs one trip | Possible, but you also need an office lease in Dubai |
If the mainland fits your clients better, read our Dubai mainland licence guide before you decide.
Which free zones suit a marketing agency?
Several Dubai free zones accept marketing agencies. We set agencies up in two of them, IFZA and Meydan, because both list marketing activities, include a flexi-desk address and can be set up remotely. Our Dubai free zone licence guide compares the zones in more detail.
Meydan Free Zone
Lists Digital Marketing and Marketing Services via Social Media by name and allows up to three activity groups on one licence. Its package totals on our sheet are slightly lower than IFZA.
IFZA
Covers agency work under Marketing Management and related professional activities. Useful if you expect to add consultancy or other professional services later.
Media and technology zones
Zones such as Dubai Media City and Dubai Internet City also host agencies. Our package sheet does not cover them, so ask us for a written quote if you need one of them.
Do you need a separate permit for influencer or advertising work?
Your trade licence lets the company sell marketing services. Advertising content posted on social media from inside the UAE is regulated separately. Under the UAE Media Council rules (Decision No. 3 of 2025, based on Federal Decree-Law No. 55 of 2023 on media), anyone who publishes advertising content on social media from within the UAE, paid or unpaid, needs an Advertiser Permit.
- The permit is for individuals: citizens, residents and visitors. According to the Council guide, promoting a product or service of a company you own from your own personal account is exempt.
- A resident permit lasts one year and is renewable, and the guide lists it as free to issue for the first three years. Visiting creators get three months, extendable to six, and must be registered with a licensed, Council-approved advertising or talent agency.
- The guide links the permit to a commercial licence for an electronic media or marketing activity, such as Marketing Management or advertising services via websites.
- If your agency hires creators in the UAE, the guide says to contract only with permit holders listed in the Council public database, sign a written agreement and keep records for three years.
Real estate, health, finance, education and food ads need prior approval. Rules in this area change often, so check the current position with the media regulator before your first UAE campaign.
How to set up your agency, step by step
This is the free zone route we use for most agency founders abroad. Everything up to the visa trip can be done online.
- 1
Step 1: Write down your services
List what you will invoice for: SEO, paid ads, social media, content, web design or influencer campaigns. This decides the activities, and the activities decide the zone.
- 2
Step 2: Pick the free zone and package
Choose IFZA or Meydan and decide whether you need a residence visa now. You can start with no visa and add one later.
- 3
Step 3: Check the company name
Send two or three name options. A name must not copy an existing company or use restricted words, and it ends with the legal form, for example FZCO or FZ-LLC.
- 4
Step 4: Submit the application and KYC documents
We file the application with your passport, photo, address proof and shareholder details. The free zone runs its checks and issues the licence, the Memorandum of Association and the certificate of registration.
- 5
Step 5: Get the establishment card
If your package includes a visa, the company is registered with immigration and receives an establishment card, which lets it sponsor visas.
- 6
Step 6: Travel to Dubai for the visa
You enter on the entry permit, take the medical test and give your Emirates ID biometrics. The residence visa is issued after that.
- 7
Step 7: Open the bank account and start invoicing
Apply for a business account with the licence, visa and Emirates ID, and register the company for corporate tax.
How long does it take?
| Stage | Typical time | Where you need to be |
|---|---|---|
| Name check and activity approval | Typically 1 to 3 working days | Anywhere |
| Licence and company documents | Typically a few working days with complete documents (u.ae allows up to 14 working days after approval) | Anywhere |
| Establishment card and entry permit | Typically a few working days after the licence | Anywhere |
| Medical test and Emirates ID biometrics | Normal biometrics slots are generally 5 to 7 days out, subject to availability | In the UAE |
| Residence visa issued | Usually soon after the medical and biometrics clear | In the UAE |
| Business bank account | Depends on the bank compliance review; plan for a few weeks | In person for a local bank |
These are typical times from our files, not promises. Free zone checks, public holidays and appointment slots can add days.
What documents do you need?
For a free zone agency with one individual shareholder, expect to provide:
- A clear colour copy of your passport
- A passport-style photo on a white background
- Your UAE visa or entry stamp, if you are already in the UAE
- Proof of your home address, such as a recent utility bill or bank statement
- Two or three company name options
- A short description of your services and target markets
- For the bank: a CV or LinkedIn profile, your website or portfolio, sample client contracts or invoices, and where your starting funds come from
A company shareholder needs extra corporate documents, which may need attestation. We check every document against the free zone and bank requirements before filing.
What does it cost to start a marketing agency in Dubai?

Gold includes a professional fee of AED 5,000 (regularly AED 10,000). If a promotion ends, the totals change, so we confirm the figure in writing before you pay.
Bank account opening is subject to the bank's KYC, compliance review and final approval.
Optional extras on the sheet
| Service | Price |
|---|---|
| Visa status change inside the UAE, if you are already in the country (additional) | AED 1,600 |
| VIP medical test (instead of the normal medical) | AED 750 |
| Earlier biometrics appointment assistance (additional) | AED 600 |
Our complete package, quoted in writing
Before you pay, we send a written quote that lists every line for your zone and package. Mainland setups and other free zones are not on our sheet, so we quote those in writing too. For a quick estimate first, try our business setup cost calculator.
Also budget for the yearly licence renewal, visa renewal when it falls due, and bookkeeping once you start trading. We quote these in writing as well.
Hiring and visas for your team
A UAE visa is only needed for people who will live in the UAE. Many agency founders start with a remote team and add visas later.
| Your set-up | Package to look at | Visa notes |
|---|---|---|
| Solo founder staying abroad | Basic, no visa | No UAE residence; you run the company remotely |
| Founder moving to Dubai | Standard, 1 visa | Your own residence visa; one trip for the medical and biometrics |
| Founder with a remote team abroad | Basic or Standard | Contractors working from their own countries do not need UAE visas |
| Founder plus staff in Dubai | Standard plus extra visas | Each employee needs a visa sponsored by the company; extra visas are quoted in writing |
According to u.ae, everyone aged 18 or over needs a medical test and an Emirates ID for a residence visa, and validity depends on the visa type and the sponsor.
If you hold a residence visa but keep living abroad, watch the 180-day rule: u.ae says a residence visa is cancelled automatically if you stay outside the UAE for more than 180 days in a row.
For other visa routes, see our page on the UAE investor visa through your own company. For the first trip to set up, check the Dubai business visa requirements for your passport.
Billing clients abroad: bank account, VAT and corporate tax
Bank account
Banks look closely at agencies, because income arrives from many countries. Expect questions about your clients, the countries you work in, expected monthly turnover and the source of your starting funds. A digital bank is usually quicker to open; a local bank needs you in person. Bank account opening is subject to the bank's KYC, compliance review and final approval.
VAT
The Federal Tax Authority requires VAT registration once your taxable supplies and imports pass AED 375,000 in 12 months, or are expected to within the next 30 days. You may register voluntarily from AED 187,500. Fees charged to a client who has no place of residence in the UAE or another GCC VAT country, and who is outside the UAE when you do the work, can be zero-rated under Article 31 of the VAT Executive Regulation, with exceptions. Zero-rated fees still count toward the threshold. Ask a tax adviser to check your contracts.
Corporate tax
According to the Ministry of Finance, corporate tax is 0% on taxable income up to AED 375,000 and 9% above that. Every company must register, free zone companies included, and our Standard, Premium and Gold packages include the registration. A free zone company pays 0% only on qualifying income and only if it meets the conditions, so do not assume agency fees qualify. Plan on the standard rates unless a tax adviser confirms otherwise.
Tax at home
A Dubai company does not settle your tax position at home. If you stay tax resident in the UK, India or elsewhere, your home country may tax your salary, your dividends or even the company profits. The IRS taxes US citizens living abroad on their worldwide income. Speak to a tax adviser at home before you start invoicing.
Mistakes agency founders make
- Licensing one activity and selling another. A consultancy-only licence may not cover running paid ads or influencer campaigns, so match the licence to what you invoice.
- Posting or buying influencer content in the UAE without checking the Advertiser Permit rules.
- Assuming a free zone means 0% tax on everything. Qualifying income has conditions.
- Applying to a bank with no paper trail: no website, no portfolio and no client contracts.
- Comparing quotes that leave out the visa, medical, Emirates ID or establishment card lines.
- Living abroad on a UAE residence visa and missing the 180-day rule.
- Forgetting renewals. The licence renews every year, and visas renew when they expire.

How do I start a digital marketing agency in Dubai?
List the services you will sell, choose a free zone such as IFZA or Meydan (or the mainland if your clients are in the UAE), pick the matching marketing activities, check your company name and submit your passport and KYC documents. Once the licence is issued, you can add a residence visa, open a bank account and register for corporate tax.
What licence do I need for digital marketing in Dubai?
A licence that lists a marketing activity, such as Digital Marketing or Marketing Services via Social Media at Meydan, or Marketing Management at IFZA. The licence must cover every service you invoice for, so add an IT activity if you also build websites or apps.
Can I run a marketing agency from a Dubai free zone?
Yes. Free zones such as IFZA and Meydan license marketing agencies, and a free zone suits an agency with clients abroad. If most of your clients will be UAE mainland businesses or government bodies, compare the mainland first.
How much does a digital marketing license in Dubai cost?
On our current sheet, a package with no visa costs AED 12,500 at Meydan or AED 12,900 at IFZA. With one residence visa it is AED 23,136 at Meydan or AED 23,436 at IFZA. These totals include a promotional professional fee, and we confirm the figure in writing before you pay.
Can I serve clients outside the UAE from a Dubai agency?
Yes. A Dubai free zone agency can invoice clients in any country. Check the VAT treatment of your invoices: fees to clients outside the UAE can often be zero-rated, subject to the conditions in the VAT rules.
Do I need an office for a digital marketing company in Dubai?
Not a private office in a free zone. Our IFZA and Meydan packages include a flexi-desk address. A mainland company needs an office lease registered with Ejari.
Do I charge VAT to clients abroad?
Often not, but it depends on the facts. Services to a client with no place of residence in the UAE or another GCC VAT country, who is outside the UAE when the work is done, can be zero-rated under Article 31 of the VAT Executive Regulation. You still have to register for VAT once taxable supplies pass AED 375,000. Ask a tax adviser to review your contracts.
Do I need an Advertiser Permit to run a marketing agency?
The agency itself needs a trade licence. The Advertiser Permit applies to individuals who publish advertising content on social media from inside the UAE. If your agency works with creators in the UAE, the Media Council guide says to contract only with permit holders.
Can I start without a visa and add one later?
Yes. You can start on the Basic package with no visa and add a residence visa when you plan to move. Ask us for the cost of adding a visa to your licence.
Ready to plan your agency?
Tell us what you sell, where your clients are and whether you need a visa. We will suggest the zone, the activities and the package, and send the full quote in writing.
